South and Central Kalimantan Production Forest Project works with the private sector to develop realistic models for sustainable forest management.

There are two project areas; one of approximately 94,000 ha, is situated in the PT. Aya Yayang Indonesia concession in South Kalimantan. The other, yet to be identified, will be located in Central Kalimantan.

The objective of the project is to develop appropriate field practices for optimal management of the production forests. A particular focus is on economic planning and modelling of the supply and demand chain for timber and non-timber forest products, working with Barito Pacific Timber Group. It also aims to use research results from an earlier project in the Riam Kiwa and Kintap areas of South Kalimantan to develop appropriate methods for restoring degraded areas, in particular to reclaim alang-alang grassland.

In addition to the private sector, the project works with national, regional and district institutions and local communities.

The project started in November 1998 and will run until 2005. Its budget is EUR 34.1 million, of which EU grant amounts EUR 28 million.

Title :S/C Kalimantan Prod Forest prog & F Liaison Bureau
Description :This programme of financial and technical assistance shall:
-cooperate with central, provincial and local institutions relevant to forest management in developing and replicating the Permanent Forest Management Units (KPHP)
- improve present forest planning and managaement operations used by concessionaries by applying and replicating the KPHP system to achieve and maintain sustainability in line with ITTO guidelines;
- develop and implement appropriate methodologies for the restoration of degraded forest areas, with particular reference to the reclamation of alang-alang grasslands;
- optimise the value and sustainable output of all forest products by improving economic and forest industry planning and analysis, while developing new products and markets and increasing local added value at production;
- improve the livelihoods of local communities by assisting them in becoming more active participants in sustainable production forest management;
-develop and improve training, extension and communication activites and capability from provincial to field level for public sector, private sector and community memebers.

The project will comprise 4 main components : 1. Forest Management 2. Social and Agricultural Development 3. Training, Extension and Communication 4. Remote Sensing, GIS and Mapping

The objectives will be accomplished by means of a set of integrated activities which will be executed in South and Central Kalimantan provinces, with specific field activites to be concentrated in the following locations:

- two forest concessions (one of which will be the Aya Yayang concession, South Kalimantan and the second to be identified in Central Kalimantan during the first nine months of the project), for the introduction of KPHP system. This management system, once finalised, will subsequently be extended, during the 2nd pahse of the project, throughout South Kalimantan province.
- trial areas of former project ATA-267 in Riam Kiwa and Kintap, South Kal
Objectives :To assist the Government of Indonesia to develop sustainable management and optimal utilistation of its production forests in order to fulfil its commitment to succesfully implement the ITTO guidelines for Global Sustainable Management by the year 2000.
Justification :The GOI has indicated a strong commitment to forest conservation and sustainable management, and BGP has indicated its support as partner for the first pilot project. The project has been designed to provide a framework within which specialists from a range of disciplines can work, to assist the government, private sector and local institutions and communities involved in managing, using and monitoring timber concessions.

Achievement of the project objectives will result in a number of economic benefits, both direct and indirect. Some of the benefits are expected to be:
The sustainable supply of timber and other forest products and services in perpetuity; greater productivity; greater efficiency through improved cost-control and planning measures; protection of the natural resource base through the introduction of improved harvesting and management procedures; protection of existing employment in the Province and the creation of employment opportunities through the identification and development of new forest-based production and processing options; improvment of household income among low income forest communities.

The project will diminish the damage due to shifting cultivations and illegal cutting; while extending the cutting period to sustainable proportions and reducing waste. At the same time, the participation of the local communities in forest development will be ensured, increasing their economic possiblities and overall livelihood in a manner compatible with sustainable management of the resource.

Tripartite coordination between government, private concessions and villagers will be put into place. In addition, training of Indonesian officials and experts during the programme will strenghten agencies and increase the several level of human resource capacity.
