The Berau project area (approximately 100,000 ha) is part of Labanan concession, in the northern part of East Kalimantan. The project works with PT. INHUTANI to demonstrate sustainable management of tropical forests at an operational level. The aim is to ensure that the forests continue to fulfil their socio-economic and environmental functions as well as provide raw materials and other products.

The project plans, implements and evaluates field trials and permanent sample plots and also monitors and assesses technical, financial and management components of the operations carried out. It particularly involves local populations in planning and implementing community development programmes.

Beginning in mid-1996, the project has a six-year lifespan. Project budget is EUR 14.1 million, of which EU is granting EUR 9.0 million.

A. Objectif de l'action envisagée :
To transfer research results into practical and sustainable forest management on an operational scale; to demonstrate the capability of tropical forests to fulfil socio-economic functions and maintain the potential for continuous and economically viable supply of forest products.

B. Description :
The project aims to optimise financial, social and environmental benefits in a pilot demonstration management unit (KPHP) through the implementation of a multipurpose management plan. The focal aspect of the project is the effective transfer of research results into practical forest management at an operational scale. A programme of comprehensive field trials and monitoring will be implemented.

Resulst obtained will be propagated through workshops, publications, training and field extension work. Co-operation and exchange with other forestry projects, in particular those financed by EU member states, will be sought.

The project's specific objectives are:
- to implement a demonstration project within the framework of the KPHP system, to constitute a replicable model for sustainable forest management
- to plan and put into practice sustainable forest management in lowland Dipterocarp forests
- to plan, implement and evaluate field trials and permanent sample plots as well as monitoring and evaluation of technical, financial and management components of the operations carried out
- to continue the monitoring of forest research plots established by the STREK Project
- to share and disseminate results obtained through workshops, publications, training and field extension work
- to strenghten the capacity of the Ministry of Forestry for rational utilisation of forest resources, complementary to its forest protection activities, and to existing EC forest sector support activities.

C. Justification :
Indonesian government and private sector interests have accepted the need for the maintanance of a permanent forest estate, for both conservation and production purposes.The government produced a Tropical Forestry Action Plan (TFAP) in 1991, and the Community and other donors discussed their contributions at a seminar the following year. The TFAP committed Indonesia to maintaining 84m ha of natural forest cover. The country has completed a Biodiversity Action Plan, setting aside almost 10% of its land as parks and reserves, and was an early contributor to the Global Environment Facility. Indonesia has also shown enthusiasm for developing timber certification and eco-labelling. The most important policy aspect is the reform of the concession system. The present system was introduced in 1970 in reaction to the rapid expansion of the wood processing industry. A recent forest policy inititative in this field is the development of the "Forest Management Units" (KPHP). The KPHP offers an opportunity to carry out long-term planning within agreed areas, integrating forest management into the plans of provincial government, and improving efficiency in production through rationalisation. The Ministry of Forestry intends to establish 195 KPHP's within the next five years. The Berau Forest Management Project will implement sustainable forest management within the framework of the KPHP system as a pilot undertaking.

The future of the Indonesian forests will depend on the transition from mere exploitation of forest resources towards sustainable forest management. Close collaboration and effective co-operation of government, non-government agencies, concessionaires and local populations is essential if forest activities are to be directed towards successfull development, protection and rehabilitation of forest resources. Sustainable forest management as conceived for this project respects the culture of people depending on the forests.
