A. Objectif de l'action envisagée : To double the area of Special Use Forests by AD2000 and to pursue and integrated approach to protected area design and management
B. Description : Components : 1. Identify sites for inclusion in an expanded protected areas network 2. Prepare Feasibility Studies and Management Plans for the highest priority areas, through participation with local communities 3. Strengthen expertise in protected area planning and management at national and provincial level
C. Justification : Vietnam has one of the largest human populations and rates of population growth in south-east Asia. Most of the population is rural and parts of the country have amongst the highest human population densities on Earth. Although almost all the available cultivable land has been brought under rice cultivation, most people still depend on remaining wildlands and their natural resources to provide essential materials for their subsistence and survival. Although originally rich in biodiversity the human impact on the environment has been high and the entire country is subject to some human form of land-use. The current policy objective of the Government of Vietnam is to double the protected areas system to two million hectares by the AD 2000 and to pursue an integrated approach to their design and management. Certain key habitats and threatened species are either not represented or are under represented in the present system.
The activities of this project are designed to review the existing protected areas system, identify gaps or imbalances in the representation of habitats and species. Field activities of this project will collect key information required in order to propose new areas for inclusion in the protected areas system. Participatory planning and advocacy activities are designed to engage interest groups at the district, provincial and national level and strengthen prospects for effective conservation of new reserves. Further, the project will advance the gazettement process for six of the highest priority areas through the preparation of detailed feasibility studies and management plans.
The Vietnamese partner organisation is the Forest Inventory and Planning Institute (FIPI) of the Ministry of Agriculture and Rural Development. It has responsibility for enlarging the protected areas system but has insufficient manpower, technical and financial resources to successfully meet this target.
D. Modalités d'exécution : Direct subsidy contract with BirdLife International. Birdlife is a responsible NGO with a recognised international track record in protected area management. It has established a good working relationship with FIPI as a result of the implementation of the current EU funded project to protect the Da Lat Plateau and Annamese Lowlands, and so is well placed to provide the technical support necessary for FIPI to fulfil its task
