Objectives:

The manual will serve as a guide to:

• the selection, the preparation, the implementation and the follow-up/evaluation of forestry, as well as other projects linked to forestry (environment, agriculture, etc....) of the European Commission;
• it will serve as a tool for the integration of the policy on development in the framework of forestry projects;
• it will serve as a tool for harmonisation and integration between the Commission and the Member States.

Activities:

• contract implementing consultant;
• elaborate working proposal & layout of draft;

• hold consultation meeting with concerned persons of EC;
• update working proposals and layout of draft;
• elaborate manual for forestry projects of EC;
• compile text to draft of manual;
• submit draft to EC;
• hold seminar on draft of manual for forestry projects;
• amend text of draft;
• refine layout;
• submit final version to EC for approval;
• translate final version into French
• prepare final versions (English & French) for print;
• submit to EC for approval;
• print diskettes;
• dispatch software package on diskettes to EC;
• elaborate tutors manual;
• submit drafts to EC for comments;
• amend draft of tutors manual to final version;
• get tutors manual approved by EC;
• translate tutors manual into French;
• print tutors manuals and submit it to EC.

Results expected:

• A manual on the implementation of forestry projects in the name or at the request of the European Commission (500 copies in English and 500 copies in French) is available;
• the manual text is also available on the diskettes (3,5") in MS-Word and Word-Perfect;
• a respective software parallel to the manual for easy reference and guidance through the manual with prepared forms for financing, TORs and PPM etc. is also available on diskettes (3,5") in English and French.
• a users guide for the manual in 500 copies in English and French respectively is attached to the manual itself (integral part to the manual)

Implementation strategy:

The DG VIII of the European Commission will have the overall control and co-ordinate the elaboration of the manual on the planning, implementation and follow-up/evaluation of forestry projects of the EC. Specialised consultants shall be sub-contracted for: the elaboration of the manual (with check lists); the development of graphics & printing; the development of a respective software.

Following the contractual work plan, the contractor has submitted to the Commission the final version of the manual. Comments has been requested in order to improve the manual's performance.
