Objectives:
Overall project objectives:
- to implement, with government forest departments, joint forest management systems in two state forests (Bonga and Chilimo) in SEPRA and Oromiya administrative
regions of the country;
- to expand on-farm forestry as well as land-use intensification in order to reduce the pressure on the existing tropical forest remnants at the four existing CFWCP sites.
The project is intended, in particular, to support both local government forest department and community capacity to develop or introduce sustainable forest management
and land use systems. The conditions for a sound implementation of this phase have been achieved during the first phase.
Activities:
To achieve objective No 1 "Establishment of Joint Forest Management Systems in Bonga and Chilimo State Forests":
- Collecting initial baseline information on the forest and surrounding to prepare detailed land cover/forest maps, identifying important community and institutional
structures and detailing the dynamics of people-forest relationships;
- Establishing/opening up communications with a mutual understanding between the identified communities/community institutions and the relevant forest department
offices concerning the fiture development and management of the forest;
- Training of both the community leaders, foresters and the project staff in participatory planning/survey methods and forest extension;
- Establishment of formal village forest protection/management committees comprising representatives of the concerned forest communities/villages as well as the local
administration and forest department;
- Preparing together with the forest management committees site specific forest management and village micro-plans;
- Provision of employment opportunities which would support natural resource conservation and forest regeneration.
To achieve objective No 2 "Implement Participatory Land Use Plans":
- Identify suitable land use demonstration sites;
- Prepare initial agreements with farmers at the selected sites to carry out the demonstrations;
- Carry out land use classification and develop land use options;
- Prepare and implement land use plans in partnership with individual farmers.
To achieve objective No 3 "Encourage and intensify planting of on-farm trees":
- Demonstrate use of farm manures, composts, green manures, crop residues, forage and tree legumes to interested farmers;
- Maintain existing CFWCP tree nurseries encouraging farmers to establish their own nurseries to produce the more popular seedlings such as Eucalyptus and some
perennial cash crops, such as Gesho (Rhamnus prunoidis) and coffee;
- Extend the range and variety of indigenous and exotic tree species raised in the existing CFWCP nurseries;
- Maintain and establish private and, where applicable, community woodlots;
- Carry out training of interested farmers in seedling production and grafting techniques.
To achieve objective No 4 "Monitor/strengthen the protection, regeneration and enrichment of natural forest patches":
- Design a monitoring system to monitor the out-flow of timber and non-timber products, their consumption and use, and the implementation of forest agreements;
- Implement the monitoring system;
- Collect all necessary data on changing forest coverage and composition;
- Disseminate data to interested parties.
To achieve objective No 5 "Improve the skills of farmers, project and MoA/MNRDP staff in conservation based farming methods, participatory survey techniques, and
gender":
- To develop government capacity at the zonal and woreda levels to assume responsibility for the project at the end of project lifetime.
Results expected:
- Establishment of joint forest management systems in Bonga and Chilimo forests:
- Completion of baseline studies, including the preparation of forest maps, forest inventory and use reports;
- Preparation of forest village micro-plans;
- Selected and agreed community micro-projects financed;
- Provision of some employment opportunities which would support natural resources conservation and forest regeneration;
- Community forest agreements operationalised, including demarcation of forests and procedures for utilisation.
Beneficiaries:
Local communities, Government forest department officials at both local, regional and national level.
