Objectives:

To promote an addendum of two additional chapters to the study done under the contract B7-5041/94.12/VIII/FOR:

  • Chapter Nine "An overview of the donors";
  • Chapter Ten "Location and description of major Donor Assistance. For each geographical location, a selected panel of projects and programmes will be described.

Activities:

  • Chapter Nine: summary of the major donors in the Pacific: major donors, other sources of investment assistance, pacific based governmental Organisations and pacific based Non Governmental Organisations);
  • Chapter Ten: give a location and description of major Donor assistance and study regional oriented funding/assistance projects and programmes as well as national oriented funding assistance projects and programmes, i.e.: Fiji, Vanuatu, Describe a selected panel of projects and programmes for each geographical location.

Results expected:

Report written in English and delivered in 15 copies together with a diskette in WordPerfect.

Beneficiaries:

European commission: Budget Line B7-5041 and 5040; donors.

Implementation strategy:

Forester/ Team leader; Socio-economist/project designer; travels.

Final report is the same that for B7-5041/94.12/VIII/FOR contract.

Chapter Nine "An overview of the Donors" and Chapter Ten "Location and description of major donors assistance concern the contract B7-5041/95.09. The rest of the study is based on the findings of the contract B7-5041/94.12/VIII/FOR.

Chapter Nine:

  • Conclusions underline that the major donors have been reviewed. Australia is the lead-donor in most cases and additional donor assistance should feed into their efforts to augment or complement them.
  • The World Bank, are interested in leading a programme of structural adjustment for Papua new Guinea and the Solomon Islands when the time is appropriate.
  • Other sources of investment are reviewed. Joints ventures are one of the only success in the region notably with support from the Commonwealth Development Corporation and the European Investment Bank. Stabex funds are also particularly useful instrument in place, or instead of the national Indicative Programme.

Other organisations in the Pacific are also reviewed. Of particular note is the potential impact of a few of specialised NGOs:

  • Melanesian Spearhead Group - Regional;
  • International Timber Trades Organisation (ITTO);
  • WWF - Global
  • Foundation for the People's of the South Pacific (FSP) - Vanuatu;
  • Conservation International/Maruia Society - Regional;
  • Greenpeace - Regional;
  • Beneficial Environmental Sustainable Tourism (BEST) - Vanuatu;
  • Solomon Islands Development Trust (SIDT) - Solomon Islands;
  • SolTrust - Solomon Islands;
  • Pacific heritage Foundation - Papua New Guinea;
  • Individual and Community Rights Advocacy Forum Inc. (ICRAF) - Papua New Guinea;

Chapter Ten:

  • A review of current donor assistance is given. It should be used in future years for reasons of comparisons. Australia is the lead donor, whilst the Britain is pulling out.
  • The GEF are the newest donors, but there exists a market absence of the World Bank.
  • Support to Papua New Guinea by the EU with Stabex funds is particularly noteworthy as it signals the way forward in the capture of forest rents.
