Description : | A programme of 12 medium-sized projects with local organisations supported by a Programme Management Unit
Six themes are covered by the programme:
1. Contribute to the conservation of the Atlantic, Pantanal and Cerrado ecosystems
2. Strengthen forest/rural communities to undertake conservation and sustainable management of their forest resources
3. Demonstrate sustainable forest management and certification systems
4. Provide information on deforestation and climate change in Brazil
5. Strengthen the capacity of remote forest dwellers to communicate effectively with each other and the outside world
6. Build up the capacity of local organisations to undertake sustainable business and implement environmental programmes

Objectives : | Conservation and Sustainable Management of Brazil's Tropical Forest |
Justification : | There is a continuing need for medium-sized projects in forest conservation and sustainable management, OUTSIDE the aegis of the Pilot Programme in Brazil. The EC has been funding a successful programme of such projects in Brazil most of which have made valuable contributions to the conservation of Brazil's forest, and stimulated the policy debate.
The current programme was prepared by local organisations in response to a series of themes developed by the European Commission in keeping with the Tropical Forest Regulation, the Tropical Forest Guidelines, and Brazil's own policy statements. Many proposals were evaluated by the Commission and the 12 projects presented here represent a balanced portfolio of the highest quality projects that are suitable for support by the EC.
The Programme will be managed through a Programme Management Unit (PMU) that will also support the administration of the existing portfolio of six medium-sized tropical forest projects, and provide independent technical support for the EC’s contribution to the Brazil Pilot Programme (PPG7). The PMU will be based in Brasilia, staffed by Europeans and Brazilians, and will work in close collaboration with the EC Delegation and Brussels, according to clearly defined roles and responsibilities. The PMU will thus enable a more effective follow-up of the EC’s Tropical Forest activities in Brazil, currently compromised by staff constraints. It will also contribute proactively to solving technical problems and supporting project managers, and in assisting with the preparation of any future projects.
The Programme represents a continuing political commitment to help solve conservation and sustainable management problems. The projects have all been prepared according to the EC Project Cycle Management procedures, by reputable organisations with a track record in their fields. |
Execution : | The programme will be implemented by a variety local governmental and non-governmental organisations through a Programme Management Unit (PMU) established in Brasilia funded from this programme. The PMU will be established according to Article 8, para.5 of the Tropical Forest Regulation. Direct contracts will be prepared by the PMU for signature between the various partners and the EC, according to the EC Financial Regulations and procedures in force. All contract payments will be made from Brussels following compliance with financial and technical requirements, but the PMU will be the main point of contact between the Brazilian partners and the Commission.
The PMU will be subject to standard auditing procedures and annual evaluation, and the whole programme will be overseen by a steering committee.
The PMU will undertake regular monitoring and technical support missions, as well as supporting the administrative charge of the projects. |
