Objective : To assess the impacts and cost-effectiveness of recent privatization processes in terms of the production of public benefits by the private sector.
Beneficiaries : Development agencies, NGOs, community organisations, private sector leaders/associations
Results : Improved instruments and mechanisms on the environmental and social performance of the private sector in the form of guidelines on privatisation and innovative instruments.
Activities: Review recent privatisation processes within the general framework of public sector reform and innovative governmental mechanisms and instruments. Carry out country/region studies of the past experience of private sector forestry and associated mechanisms and instruments, and the challenges for the future. Define the limits of private sector involvement in forest management and their economic, social, cultural and environmental impacts. Mobilise country teams to prepare terms of reference and methodologies for an analysis of the role of the private sector in forest management. Workshops to discuss detailed country studies on the impact of, and means to improve particular instruments. Prepare global and country/regional studies on the impact and requirements for improvement of promising instruments for sustainable private sector forestry. Country studies will cover findings and options for future consideration and input into key international debates and policy fora. Develop strategies for ensuring recommendations are considered by national/regional policy processes in the focal countries/regions. Design key capacity-strengthening activities.
