A. Objectif de l'action envisagée :
General:
To assist the management and strategic planning of the forest resources of India by providing timely and accurate information in the form of statistics and digital maps.

Specific:
To strengthen the capability of FSI in the fields of remote sensing, customisation and distribution of forest and forest related information


B. Description :
Implementation of a new image processing system and satellite based geo-positioning (GPS) to assist ground verification. Improvement of the National Basic Forest Inventory/Information System (NBFIS) and implementation of a training and knowledge exchange programme overseas.

C. Justification :
The pressure on the Indian forests is increasing due to the rising demand for wood and wood-based products and the need for land for non-forestry use. At the same time the requirement for sustainable resource management, conservation of nature and ecological balance is becoming more and more urgent. The development of policies for land use and management of the forest resource thus involves complex problems of balancing conflicting objectives. Access to timely and reliable forest and forest related information will be one of the basic prerequisites for resolving these problems successfully. The Forest Survey of India (FSI) has responsibility for providing this information.

The Government of India recognised the need for better forest information when it reorganised FSI in 1986, extended its mandated objectives and provided more resources for the creation of a computer based National Basic Forest Inventory/Information System. However, FSI has not yet been able to fulfil all of its objectives due to insufficient image processing capacity, obsolete cartographic and ground positioning technology, inadequate means to customise and distribute information.

The Government of India requested EC assistance in the above area, and this project will, through the provision of equipment, supplies, know-how and training, make good the current weaknesses.



D. Modalités d'exécution :
The contract for management of the EC contribution to the project will be awarded to a European consultancy firm following standard EC procedures.
