Project Background:
The design, appraisal, implementation and monitoring of the RNR Strategy and the
in-country management of the programme will be resource intensive. This will require close
collaboration between donors, participants and Government officials requiring extended
periods of in-country activity. Visits to Botswana by DFIDSA Advisers will not achieve the
required programme management control. This will only be met by appointing a dedicated
RNR Field Manager based on Botswana.
The recent re-examination of the scope and direction of future support has been prompted by
five main factors, namely:
- Consideration of DFID's Department Policy Objectives of poverty alleviation and
addressing environmental problems.
- Local and international concern over the impact of cattle production systems and
Government of Botswana (GoB) livestock policies on the rural poor, rangeland degradatioin,
the country's unique and fragile ecosystems, and on inter-related sectors such as wildlife.
- widespread and growing poverty, particularly in rural areas, and amongst people dependent
on the RNR sector.
- GoB's increasing focus towards wildlife and RNR utilisation as part of its wider
diversification and rural development efforts.
- Implementation of the National Conservation Strategy to co-ordinate environmental
activities.
Project Objectives:
The RNR's Field Manager will take forward DFID's agreed strategy of assistance to the RNR
sector in Botswana.
Intended Outputs:
The wider outputs of future assistance are to:
(i) Help ensure that the country's rangelands and other renewable natural resources are
managed in an environmentally and economically sustainable manner.
(ii) Enhance the benefits to the rural poor.
(iii) Conserve bio-diversity.
The immediate outputs of DFID support are to:
(i) Improve the understanding of the issues involved in addressing sustainable RNR and
poverty strategies.
(ii) Strengthen GoB's capacity for planning and appraisal of policies and programmes in the
Sector.
(iii) Strengthen GoB institutions so that they may implement GoB policies effectively and
efficiently.
