Project Objectives:
The seminar was organised by the Ministry of Natural Resources (MINIREM) responsible for forestry, the Ministry of Agriculture (MAG) and the Federation of Livestock Producers plus the executive Commission of Beef Production and the Inter-American Institute for Agricultural Co-operation. During the proceedings points relevant to DFID raised were that Costa Rica has a good record in conservation - 27 of the land area is under some form of reserved protection deforestation has been reduced from a peak of 60,000 ha/year to about half of this figure reforestation is claimed to be 11,000 ha/year but is not all successfully established livestock production is the third most important export earner (USD 50 million/year). Production reached a peak in 1986 and is now declining. It is apparently becoming less profitable. A range of generous government incentives (including tax breaks) to encourage private tree planting already exist Most afforestation takes place under these schemes. A panel discussion and presentation was participated in, entitled Finance for the Forestry Sector . The visit also included field visits to degraded pasture and forest reclamation schemes.
