Project Background:
A World Bank mission visited Uttar Pradesh from 9 Jan to 1 Feb 1996 for the pre-appraisal of this project. The mission based its work on a project preparation study undertaken in 1995 by consultants, who had worked in collaboration with UPFD. Detailed discussions were held with the Secretary, Forests, and staff of the Uttar Pradesh Forest Department (UPFD). Meetings were also held with the Chief Secretary, the Agricultural Production Commissioner, the Secretary, Finance, and the Secretary, Rural Development. Field visits were made to many different parts of the State. A wrap-up meeting, chaired by the Secretary, Forests, was held on 1 Feb 1996. Proposed follow-up actions would be subject to approval by Bank management.
