Project Background:
The project is part of GoI's Ganga Action Plan Phase II (GAP), overseen by the National
Rivers Conservation Directorate in the Ministry of Environment and Forests. This is a high
profile programme under the personal direction of the Prime Minister, and aims to reduce
pollution in the Ganges. The request was first made by GoI to DFID, presenting the proposal
as a scheme to clean up a tributary of the Ganges, the River Gomti. DFID's initial
investigation and dialogue with various parties through consultants during 1994 showed that
the project was unlikely to be justified unless it provided wider benefits to the urban
community and addressed fundamental institutional and financial constraints.
The project is based on considerable work done by representatives of State and city agencies
with consultants, who produced draft Terms of Reference (September 1994) for studies
required for project design. These will be an important resource for the planning and
appraisal in Phase 1. This Phase 1 project document has been agreed with the authorities in
Lucknow and with GoI.
Project Objectives:
Sustained reduction in health hazards for people in specified city areas and downstream, and
in the pollution in the Gomti River.
Intended Outputs:
The production of a satisfactory design for Phase 2, which is acceptable to GoI, GoUP and
DFID.
Improved sewerage services in place and in use.
Improved surface water drainage services in place and in use.
Improved solid waste removal services in place and in use.
Effective and sustainable management systems in place and in use.
