Project Background:
DFID's development programme in India aims to promote economic growth, tackle environmental problems and reduce poverty. Delivering clean water to rural communities and reducing the time taken to collect waterhas an impact on the last of these. The Maharashtra Rural Drinking Water supply project in Western India will finance four schemes, drawing raw water from river and reservoir sources, and piping treated water to 210 villages and one small town in three districts of northern Maharashtra. The systems have been designed for the population in the year 2006, estimated at a total of 461,000. The project includes components for health education, community participation, training and sanitation. This project will require multi-disciplinary professional inputs to advise the project authorities and monitor project implementation on behalf of DFID to this end it is proposed that DFID establish a Field Management Office to provide the intensive management the project requires.

Project Objectives:
The main objective is to establish a Field Management Office (FMO) for DFID's Rural Water Project in Maharashtra. The overall objective of the FMO being to represent DFID's interest in the water project and to monitor its implementation. Specific objectives being to coordinate the deployment of all UK aid inputs and organise the technical cooperation inputs. Provide DFID with imformation and advice on project implementation. Pay particular attention to health education and community participation issues. To liaise with all relevant government departments, implementing agencies and training institutions, visit project at least once per quarter/provide representative to attend all meetings of project monitoring. Assist in formulation of new projects and participate when required, in DFID appraisal and annual monitoring missions.

Intended Outputs:
The FMO will provide the following reports monthly summary report, detailed reports (six momthly or timed to inform DFID missions) should include summaries of consultants reports, performance vs project framework/objectives, problems and action taken, back to office reports following each visit made and assiatance with the Aide Memoire to be passed on to GoI following visits by consultant/DFID advisers
