Project Background:
The Jamaica National Forestry Action Plan has been prepared but forestry research was not
explicitly addressed in the main report. The purpose of the forestry research consultancy is to
provide an overview of the forestry research requirements for Jamaica.
Project Objectives:
Forestry Research: This consultancy will: Become familar with the main report for the
Jamaica NFAP, see what developments have taken place since 1990 in the way of project
implementation that affect the forestry sector, draw up a broad strategy for forestry research,
bearing in mind that research should be adaptive answering the problem of end users,
including forestry for industry, rural development forestry (including agroforestry) natural
forest silviculture and management protection and, social and economic studies relating to
forestry. Rationalisation of sawmill industry: This consultancy will: Visit a cross-section of
the hardwood sawmills and review their standard of output and the problems that they face.
Design a project that encompasses the following tasks: - conduct a survey of existing
sawmills - devise a system of registering sawmills based on criteria such as capital,
know-how and local timber resources in the forest identify and introduce measures that will
result in reduction in the number of marginal sawmills producing low grade timber
wastefully.
