Project Background:
Dwindling forest resources, declining agricultural activity, and a rapidly increasing
population are tightly interlocking aspects of a process of environmental degradation and
socio-economic impoverishment which, with increasing force in recent decades, has been
blighting the fragile ecology of Nepal's middle hills and disrupting the inhabitants modes of
livelihood. The Ministry of Finance requested DFID assistance in preparing and
implementing a Hill Community Forestry Project in western Nepal. The area to be covered
consists of the four districts of Myagadi, Baghung, Parbat and Mustang in Dhawalagari zone.
The DFID has been supporting forestry research at Lumle Agricultural Centre in adjacent
Kashi District and the extension activities of Lumle have been extended into parts of Parbat
and Myagadi District.
Project Objectives:
In collaboration with the Ministry of Forestry, Soil Conservation and Agriculture, and on the
basis of existing information on community forestry programmes in Nepal, assess the
justification for a hill community forestry project in the four districts of Dhawalagiri.
