Project Background:
With 62% of Nigerians living in rural areas, half of whom live in poverty, the RNR sector strategy is a key component of the poverty-focussed approach of DFID's bilateral programme. The sector strategy aims to increase the ability of ordinary Nigerians to participate more effectively in the market. It proposes to encourage providers of goods and services in the private and public sector to be more active and responsive to clients' needs. The strategy also focusses on improving householdl food security and encouraging participatory and conciliatory approaches to resolving conflict over declining resources.


In addition to these elements, the strategy recognised the need to influence debate in key areas of RNR policy amongst donor institutions. This is particularly important in relation to the European Union, which is switchng to a decentralised programme of assistance worth an anticipated 60-80 mecu. As a reuslt, there are likely to be significant opportunities to influence and co-operate under the EU's new decentralised programme.

Project Objectives:
To implement the DFID RNR strategy for Nigeria. To increase productive capacity and use of RNR on a sustainable and equitable basis.

Intended Outputs:
RNR sector has effective in country field presence.


New projects which address sector strategy developed and implemented.


Gains from recent DFID RNR projects incorporated in follow-up projects.


Other donors adopt activities and projects which address DFID sector strategy.


Co-ordination between DFID's sector strategies improved.


Communication between DFID RNR field office, FGN and relevant state governments improved.


WNAD awareness of key issues relating to RNR sector development improved.


Links between DFID's RNRRS and RNR sector strategy.
