Project Background:
The Benue Agriculture Project concept was developed during a scoping msision to Benue State in February/March 1996. The project's main objective is to increase productive capacity among resource poor farmers through improved ability to generate and adopt appropriate techniques. The project will address this constraint by working with the Co-operative Extension Centre at the University of Agriculture, Makurdi, to make rural research and development in Benue State more responsive to poor farmers' needs. To ensure stakeholder participation, project activities will be agreed at a project development workshop to be held in Makurdi at the start of August 1996. Stakeholders will use PCM methods to construct a project memorandum to be submitted to WNAD by the end of August. The team responsible for the workshop will comprise five persons, with skills including: PCM facilitation, extension, farmer participatory research, social development, training needs assessment and RNR research management.

Project Objectives:
Consultant to attend consultation on Participatory Rural Appraisal and Participatory Learning and Action, led by IRED.

Intended Outputs:
Review relevant documents on the rural situation in Benue including NRI April 1995 Benue Baseline Information and RNR Briefing Study report, concept notes and visit reports, including relevant documents from DFID's health and water progamme in Benue.


Assist with final preparations for project design workshop.


Ensure that key agricultural and social aspects are taken into consideration; assist workshop participants to frame their concerns as part of a logframe; help participants to express their points of view during the workshop; ensure that workshop is meeting its timebound objectives.


Assist with the preparation of project memoranudum, including logframe and budget.
