Project Objectives:
The Tropical Forestry Action Plan (TFAP) has been under way in Nigeria since January 1990. The World Bank was asked by Nigeria to be the lead agency and in October 1990 it mounted the First Steps Sector Review Mission. NRI was asked by DFID to supply a forester for this mission. The Terms of Reference were to take a first look at the forestry resource situation and estimate the annual supply deficit. In addition to review the preconditions for forestry development in Nigeria, and the preparation of a Country Capacity Project (CCP) along the lines of the TFAP Independent Review. The possibilities of introducing a computer-based planning tool VOLPLAN into the TFAP were also examined, and the software was demonstrated to two groups of Nigerian foresters. Coupled with the above mission, DFID has agreed to fund further work in support of the TFAP in Nigeria, in particular the development of a preliminary planning model of the forestry sub-sector. This has been undertaken in collaboration with a consultant, and will provide a useful planning tool for the TFAP. It will also serve to highlight where more accurate data are essential for planning purposes, and is thus useful at this stage of the TFAP . The second mission (November 1992) concentrated on aspects of forestry management, social forestry , land tenure and the development of private forestry .
