Project Objectives:
The major objective of this project is to improve by considering the whole Forest Sector, the management and conservation of forests in the Solomons, in a manner which is compatible with just and environmentally sustainable socio-economic development. Terms of reference: The NFAP Coordinator will work to the Under Secretary (Planning) of MNR, in close collaboration with the Commissioner of Forests, and assist the Forestry Division to: draw up a long term (20 year) Forest Sector Plan, in accordance with the Governments Forest Policy. In drawing up the plan the Coordinator will: as an early stage assist the Forestry Division and the Ministry of Development Planning to organise a Round Table Meeting of interested parties to highlight, and seek solutions to the most immediate issues in the Forest Sector. Work closely with the Ministry of Development Planning, Ministry of Finance, Ministry Commerce Employment and Trade, Provincial Governments, Commercial interests, the Forest based industries and landowners review existing and proposed Forest Policy and Legislation Consider the existing work of the Forest Division, including staff, terms and conditions, training, extension, timber control, silvicultural research, plantation development and options for privatisation and the involvement of NGOs integrate into the NFAP the present projects, such as the Customary Lands Reforestation, Timber Control Unit, National Forest Inventory and the proposed National Forest Management and Utilisation Project, EC initiatives, and possibly leading to the formation of an inter-departmental steering committee review recent consultancy studies identify additional needs such as community/small scale development Once a Draft Sector Plan is agreed with Government: with the assistance of Forestry Division, Ministry of Development Planning, and other Government Ministries arrange a further Round Table Meeting to discuss the proposals, and identify additional inputs required for the successful achievement of the NFAP assist SIG in the coordination of donor acitivities under the NFAP until such time as institutional arrangements are in place.
