Project Objectives:
The objectives of the project are: (a) The establishment of a new research organisation featuring: (i) a consolidated structure under one chief executive with procedures to enable effective management of research, particularly centralised policy guidance and overall coordination (ii) a decentralised network of zonal centres able to undertake location-specific adoptive research with improved research-extension linkages that focus more strongly on farmers' problems (b) The preparation of a rolling masterplan for agricultural and livestock research which, in accordance with national priorities, identified specific research activities for the next five years and defines the resources required to implement the plan (c) Staff training with emphasis in meeting the immediate needs for management and research methodology, pending the preparation of a more comprehensive training plan under (b) (d)Funding for rehabilitation of urgently needed agreed research projects.
