Project Background:
Tanzania Forestry Action Plan was prepared in 1988 and early 1989, culminating in a donors round table meeting in December 1989. Prior to the round table DFID had mounted a forestry project identification mission in Novembr 1989. DFID participated in a joint project preparation in May 1990 working with World Bank FAO and the Netherlands Government. This appraisal mission will appraise the May 1990 Project Preparation report and develop a project memorandum specifically for the DFID inputs.

Project Objectives:
As a follow up to the DFID Forestry Identification Mission (1989) it was decided that DFID should be represented on the World Bank Preparation Mission, looking at ways of supporting the Forestry and Bee Keeping Division (FBD) both at a central level and within selected regions. The mission looked into the re-organisation of the forestry services improving/updating forest policy, forest legislation, land use and tenure introductory woodland management and social forestry in Tabora and Mwanza regions and undertaking social forestry in the Arusha region.

Intended Outputs:
The team will appraise, and reformulate as necessary, a project with the following objectives:


- to reduce the rate of deforestation and ecological degradation in Tabora and Mwanza regions.


- to increase the incomes of resource-poor households through forestry-related activities.
