A. Objectif de l'action envisagée : General: To conserve forest and sustainable manage natural resources in Amazonia
Specific: Local level: promote the sustainable use of natural resources with the rural communities of the Lower Tocantins, increase production levels, recuperate degraded areas, improve the nutritional condition of families involved in the project, raise fish production levels, process and market a wider range of species and incorporate environmental principles and practices in family life. Regional level: Disseminate and divulge the results of POEMA activities, and exchange experiences between sustainable development projects.
B. Description : Local Level: Functioning of the Technical-Social Centre for Use of Natural Resources of the Lower-Tocantins (açai palm groves, agroforestry systems, home gardens, fish farming, processing and marketing, enironmental education and community organisation) Regional Level: Publication of technical books, journals, newsletters, and audio-visual materials, regional workshop on "Family Agriculture and Use of Forest Resources", and technical visits to related projects.
C. Justification : In early 1992, during field work in the Lower Toncantins, staff of the Federal University of Pará were frequently approached by local communities for technical assistance and to mediate with local government. In response the POEMA programme (Poverty and Environment in Amazonia Programme) was developed to test innovate forms of cooperation between university, local government and local populations, that meet basic development needs (water, education, social organisation).
The population of the project area are getting poorer due to the unsustainable use of natural resources leading to deforestation and soil degradation. It is estimated that approximately 300,000 families cultivate in the State of Pará using slash-and-burn farming systems, with ever decreasing yields. Many initiatives have been tried in the past, but failed as isolated experiences that ignored local knowledge and did not address basic human necessities and local conditions. The project will address basic human needs through a series of interventions, designed according to local demand and in an integrated manner, which rehabilitate the environment and ensure sustainable use of natural resources. The regional dissemination component of the project ensures impact throughout the Amazonian basin.
D. Modalités d'exécution : POEMAR is a local not-for-profit NGO based at the University of Pará, Belém. In a relatively short period of time it has established an excellent track record with the EU (through the Delegation in Brasilia), German Committee of UNCIEF, Daimler-Benz A.G., the Brazilian Ministry of Environment, and the Amazonian Cooperation Treaty, among others. It has unique field and technical experience in the region, and a well established relationship with the local population and government, which together make it the best option to implement this project.
