A. Objectif de l'action envisagée : One of the commitments which are being proposed for 1999 is a Central American programme of environmental recovery measures , mainly consisting of restoration of forest cover in strategic areas and integrating existing proposals to prevent forest fires . This has been proposed as way to limit future damage by hurricanes after the enormous devastation caused by erosion , landslides and flooding which took place during the passage of hurricane MITCH on 1 and 2 November 1998.
B. Description : The main topics to be attented project would be the following :
- normative framework for land use and mechanisms of enforcement of regulations - measures to promote sustainable management of forest resources on a community basis - special attention for degraded upper catchment areas and highland areas under instensive cultivation of cash crops, notably coffee - information and awareness raising concerning environmental impact of traditional cultivation practices, notably the use of fire in pastures and shifting cultivation on steep slopes. - institutional strenghtening and support facilities on an appropriate scale for civil society initiatives to the above issues.
C. Justification : It is widely accepted now that the effects of this most severe natural disaster ever recorded in the history of Central America, have been considerably magnified by the man-made absence of tree cover in the steep landscapes of the interior of Honduras, Nicaragua and Guatemala. Therefore the damage to crops, infrastructure and property that was caused by MITCH , could be mitigated if not prevented by the restoration of vegetation cover in critical areas and by the elaboration of a legal framework preventing uncontrolled deforestation in the three countries mentioned above. It is clear that the effects of the hurricane have been more severely felt because of the continous presence of land degrading practices in the agricultural system which is still largely based on traditional smallholdings where shifting cultivation plays an important role.
D. Modalités d'exécution : The project will take into account the results of the consultations concerning local proposals for the post-MITCH actions held at the donor's meeting in Stockholm in June 99, in particular the project "Fortaleciendo lo social en las propuestas regionales del sector ambiental rumbo a Estocolmo" , financed and executed by SICA-CCAD.
The intitutional partner will be CCAD, which , in conjuntion with a EU technical assistance team, will extend the EC external cooperation delivery mechanisms to local grassroots organisations in affected areas in Nicaragua, Honduras y Guatemala
