A. Objectif de l'action envisagée :
General Objective
To contribute to the conservation and sustainable management of Brazil's Tropical Forest.
Specific Objective
To increase the capacities of the local inhabitants of four extractive reserves to manage their natural resources, based on a refinement of their knowledge and traditional practices, in a socially, economically and environmentally sustainable way, through a co-management approach with government and civil society, in order to test a model with the potential for wider replication.
B. Description :
1. Establishment and strengthening of four extractive reserves, with project areas under active conservation management.
2. Strengthening of community organisations, so that local associations take responsibility for their Extractive Reserves.
3. Improvement of production activities, with local community centres operating, and able to produce and undertake business effectively.
4. Improvement of the environmental management through appropriate participatory management, monitoring and evaluation tools.
5. Development of an environmental participatory management methodology, that can be replicated by forest dwellers and by brazilian governmental organisations through adequate public policies.
C. Justification :
If successful, the project will have developed a model for "productive conservation" that will be replicated elsewhere in extractive areas of the Brazilian Amazon through training, advice and dissemination. In any case, the project will have many lessons for other conservation and sustainable development initiatives in the Amazon.
The Projects general objective is to contribute to the conservation and sustainable development of Brazil's forest resources. It has been developed by the Brazilian Government (IBAMA) in close cooperation with the EC and World Bank, in accordance with the Tropical Forest Regulation, the EC's Tropical Forest Guidelines (EC, 1996), the EC's general development strategy in Brazil, and Brazil's forest policies as expressed in the "Integrated National Policy for the Legal Amazon" (MMA, 1995) and "Agenda 21 for Amazonia" (MMA, 1997).
D. Modalités d'exécution :
The Project will be executed by the CNPT, a unit within IBAMA in the Ministry of Environment. The European Commission will amend the existing agreement with the World Bank, who will in turn amend their existing agreement with the Brazilian Government.
The Banco do Brasil will act as financial agent through a contract with IBAMA, which will be subject to approval by the World Bank.
The operational manual will be modified to cover the new financial operating system with Banco do Brasil, but maintaining the same principles as the first phase, vis: a) CNPT, together with the field executors, will prepare the Annual Operating Plan; b) CNPT/IBAMA will authorise the World Bank to transfer resources from the project acounts to the Banco do Brasil; c) CNPT/IBAMA will authorize the Banco do Brasil to carry out transfers to field executors; d) Banco do Brasil will maintain records of the financial operations undertaken; e) Banco do Brasil will send reports of financial transactions to the CNPT; f) the field executors will direct the invoices of instalments to CNPT who will compare the information received with that supplied by the Banco do Brasil; and g) CNPT will direct the installment invoices to higher authorities.
Auditing, as in the first phase, will be undertaken by the Federal Control Secretariat of the Treasury and by the Internal Control Secretariat of the Ministry of Environment, Water Resources and the Legal Amazon (MMA). The UNDP and World Bank audits will be carried out annually and can be supplemented by EC audits as required, according to the standard audit clause in the agreement between the EC and World Bank.
