A. Objectif de l'action envisagée :
The general objective is a better protection of forest ecosystems in the Amazon Region through sustainable socio-economic development.

The specific objective is sustainable and replicable exploitation by local communities of forest resources in the municipality of Gurupá.

B. Description :
The expected results of the project are:
1. Administrative and legal procedures to regularize land tenure according to traditional land ownership and use have been promoted.
2. Sustainable community forest management and timber processing disseminated.
3. Management and processing of açaizeiro products largely disseminated.
4. Pilot experiences of non-predatory exploitation of fish and shrimps realized and propagated.
5. Two pilot experiences of food security based on family agriculture realized.
6. Cooperative system of commercialization functioning.
7. Cooperative system for access and management of credit established for approximately 500 families.
8. Environmental monitoring system of human impact on forest areas defined and working.
9. Knowledge and experienced produced by the project systematized and divulgated at all levels.
10. Level of organizational and institutional development enhanced.

C. Justification :
The basic assumption of this project is that it is necessary to combine the conservation of nature and its resources in the tropical forest of Brazil, with the economic and social development of the riverine population living there. It is imperative for the project to address all local economic activities of the communities, including commercial and financial relationships, as well as one of the essential preconditions: a secure tenure of the land where the communities live and work. This necessity is related to the concept of 'production systems', that does not take into account only one or two economic activities, separatedly, but every kind of activity the communities undertake towards income generation and food security. This concept is considered as the only possible way to take care of natural resources conservation and economic development at the same time. Considering this, ICCO and FASE are well aware that this project is big and complex. It is therefore of special importance that the project is based on more than ten years of intensive local popular organization activities in Gurupá, in part already supported by FASE and ICCO.

D. Modalités d'exécution :
ICCO supports this project of its partner organization FASE (see below). ICCO was involved in the project design and negotiation. Apart from project monitoring and evaluation, ICCO will provide services to FASE in the field of institutional strengthening, exchange visits, participation in international fora and providing contacts for market information and export, if appropriate.

Federação de Órgãos para Assistência Social e Educacional (FASE), with head office in Rio de Janeiro, is a support organization for low-income communities in rural, as well as urban areas. The institution main asset is a 37-year experience in participative community development in different parts of Brazil. The Gurupá project team, that carries out the project, is part of the regional office and programme of FASE in the state of Pará.
