A. Objectif de l'action envisagée :
This project aims at the development of stingless beekeeping in the Montecristo forest area of El Salvador and in the Chalatenango department of El Salvador, where deforestation is important because of population pressure. The project will strive to highlight the importance of the regional forest as an essential resource for indigenous beekeeping. With this knowledge it is expected to motivate the local population to conserve the forest within a program for the development of meliponiculture.

B. Description :
The project will sustain beekeeping in the region of North West El Salvador and motivate people to take profit from its economic possibilities by introducing sound multiplication techniques, rational hives , forest management aimed at increasing native bee populations and improved commercial handling of bee products.

Major project activities are:

-development of sustainable beekeeping practices with the local people, based on local forest conditions
-applied ecological research on the plant-bee relations
-supply of information on the value of indigenous trees and shrubs for reforestation and forest management
-ecologically founded community development through improved marketing of stingless bee honey and noneybee honey.


C. Justification :
The project is justified by the following reasons:

1. Beekeeping in El Salvador and Central America needs support because it
- provides direct income and food to people in rural areas, particularly women and small farmers,
- is an important factor in agriculture and ecology (pollination of crops and natural flora).

2. The introduction of killerbees has reduced beekeeping drastically, diminishing the countries export incomes, and robbing rural populations of food and income. The project is feasible because it offers two answers to these problems:
a. keeping of stingless bees and developing know-how and techniques to make this possible,
b. keeping of africanized bees with adapted management techniques.

3. The MAG, THE MIN. OF ENVIRONMENT and UES would like to develop stingless beekeeping in El Salvador and to support apiculture and have contacted the Bee Research Department of the Univ. of Utrecht for assistance.

4. The staff of UES and MAG and THE MIN. OF ENVIRONMENT needs further training in research, extension and training. Further more they need laboratory equipment to carry out essential research.


D. Modalités d'exécution :
The Univ. of Utrecht is charged with the overall financial administration and backstopping of the project; bookkeeping for local expenses is carried out by the project locally. The UU will communicate and report to the EU concerning financial and administrative matters. The UU-Senior Advisor is charged with the general scientific coaching and with the general consulting of the project and participates with veto right in the Coordinating Committee. The Coordinating Committee is formed by one representative of each of the participating local organisations (UES, MAG, MMA), the International Codirector, the Local Codirector and the Senior Advisor. The EU delegation will be invited to participate in the Coordinating Committee meetings which will take place on a 6 monthly basis.

The project's Management Team consists of the International Codirector (chairperson), the Codirector (MAG) and one executing staff member of the UES and MMA respectively. Meetings are held bi-weekly and minutes are sent to the Coordination Committee and the Senior Advisor.

The Technical Team is responsible for the execution of the project. The Technical Team consists of the international and national technical staff of the project, including the International Codirector (chairperson) and the Local Codirector. Technical matters of importance and executive problems are brought to the attention of the Coordinating Committee and the Senior Advisor.
