A. Objectif de l'action envisagée :
The overall objective is to enhance the understanding of key policy makers in Indonesia at the national and provincial level with regard to fire prevention and suppression, and to facilitate the adoption of improved options.

The specific objective is to determine the underlying causes and impacts of land and forest fires in Indonesia.

B. Description :
The project will build on information and insights gained by previous investigations into the fires in various locations in Indonesia. CIFOR/ICRAF's objective is to go beyond the initial understanding of the causes of fires. This will be achieved by undertaking a social, economic, spatial, temporal, institutional and ecological analysis of the landscape at the provincial and site specific level. An analysis will be made of the changes and formation of fire-prone resistant landscapes. In order to assess the roles of the different factors influencing the creation of fire-prone and fire-resistant landscapes, 10 study sites will be chosen throughout Sumatra and Kalimantan (with different historical land use patterns). These sites will form the basis for determining the extent to which fires are influenced by land use policies from village level through to central government. The sites will also cover areas with peat soils, the burning of which contributed a very large portion of the smoke and haze during the 1997/98 fires.

C. Justification :
The results of the Project will advocate strategies for policymakers, forest and land use planners, and other stakeholders to reduce fire risks and impacts. The results can be used to help prioritize efforts to mitigate fire risks in particular areas, and to identify those areas where fire risks and potential impacts appear to be highest, or where particular efforts to reduce fire risks and severity are likely to be most effective.

Indonesia is at the moment in a transition phase from a centralized government to new forms of power distribution. What will happen to the government structure is unclear. What is sure that there is a window for opportunity of policy change. This research is timely and will provide advocacy for policy recommendations into the major fora as appropriate.

D. Modalités d'exécution :
CIFOR and ICRAF will work closely with Indonesian government agencies (Ministry of Forestry and Estate Crops), Provincial Forest authorities (KANWIL and DINAS), FERDA (Ministry of Forestry and Estate Crops Research Agency) projects funded by the EU and its member states, and non-governmental organizations (WWF Indonesia, Pancar Kasih from West Kalimantan, Dian Tama from West Kalimantan, and staff of Universities from Pontianak in West Kalimantan, Samarinda from East Kalimantan, Lampung and Jambi as partners in conducting this research). It is anticipated that the staff from the non-governmental organisations and Universities will fill the 5 junior research positions for undertaking the field work.
