A. Objectif de l'action envisagée : To reduce the deterioration of 4,000 hectares of forest resource in the municipalities of Yamaranguila, San Juán and Intibucá, while improving the quality of life and the participation of the local population.
B. Description : 1. Establish awareness of the necessity for Sustainable Forest Management in communities of Yamaranguila, San Juán and Intibucá. 2. Assistance in the preparation of management plans for community forests, in order to enable local people to manage them sustainably and thereby to realise full and equitable benefits from them. 3. Support of the establishment of Community Forestry Committees to maximise the participation of all sectors of society in decisions relating to the use of community forests. 4. Institutional strengthening of local governments to increase their capacity to plan and control the management of community forests 5. Support (in the form of training and access to credit) to those directly and indirectly involved in the sustainable management of community forests and the local processing of products from them, in order to increase their efficiency and productivity
C. Justification : The project will only promote forest management activities, which are economically, biologically and technically sustainable. Economically-sustainable activities will be self-selecting, as the project will provide no financial support to participants apart from ensuring that they have access to credit facilities. Economic sustainability will, however, depend on there being no significant adverse changes in the market situation for forest products, or increases in interest rates. Biological sustainability will be ensured by virtue of being a requirement of the Management Plans to which forest operators will be obliged to adhere, which take into account allowable cut rates for each logging area and require the protection of biologically-sensitive areas. Sustainability will therefore depend upon there being no change in the law requiring Management Plans, or in the sustainability criteria stipulated in the norms for Management Plan preparation. It will also depend on the commitment and technical capacity of the municipal authorities and of AFE/COHDEFOR, who are responsible for approving Management Plans. Technical sustainability will be ensured by the training which the project will provide in the operation and maintenance of machinery, and by the business training which will encourage operators to reinvest profits, in order to cover needs for equipment purchase, repair or replacement
D. Modalités d'exécution : A subsidy contract will be signed between the EC and CARE-UK. A Project Management Unit will be established in Honduras (CARE-Honduras) for the implementation fo the Project (including management, follow up and monitoring).
