A. Objectif de l'action envisagée :
This partnership programme between EC, FAO and the Participating Countries aims to promote sustainable management of trees and forests in South Asia and Southeast Asia, founded on policies that integrate and balance relevant economic, environmental and social aspects of forestry. It also aims to strengthen the national capacity to collect, compile and disseminate reliable and up-to-date information on forestry, to analyse the forest sector and to make that information available to the policy decision makers.
B. Description : , this Project expects the following results: ¨ For all target countries, an improved and more in-depth coverage of forestry data and better reliable problem-oriented data which is needed for sustainable forest management; This Project is expecte to produce the following results:
¨ For all target countries, an improved and more in-depth coverage of forestry data and better reliable problem-oriented data which is needed for sustainable forest management; For the selected pilot countries, a proven, cost-effective methodology to collect and analyse forestry data for sustainable forest management which is essential but not yet commonly available at national level, and to carry out policy/institutional analysis for each of the selected countries; ¨ For the Forestry Departments, local staff and Forestry Officers, improved institutional and technical capacity obtained through the project's activities (workshops, international and national consultants, on the job training, pilot studies and analysis); ¨ For the highest levels of policy makers, improved analytical tools to review and formulate appropriate forestry policies for sustainable forest management; and ¨ For EC, FAO, International Community and general public, access to the data, information and analysis of the forestry sectors in the target countries.
C. Justification : The project is part of an effort by FAO to upgrade forest information systems, resulting from the recommendations formulated in chapter III pt. a and c of the report of the 4th Meeting of the Intergovernmental Panel on Forests called together by the Cumission on Sustainable Development of the United Nations.
The decision to finance this project was made at Director's level between FAO and DG IB during a meeting in Rome on 05.05.98
D. Modalités d'exécution : 1. Inception Report: date for submission of the Inception Report: one month after start of the Project; 2. Reflection Report: coincides with the first joint steering group meeting EC-FAO-Participating Countries: 8 months after the project started and after the completion of the two workshops; 3. Mid-term review: coincides with the second joint steering group meeting 1. Inception Report: date for submission of the Inception Report: one month after start of the Project; 2. Reflection Report: coincides with the first joint steering group meeting EC-FAO-Participating Countries: 8 months after the project started and after the completion of the two workshops; 3. Mid-term review: coincides with the second joint steering group meeting EC-FAO-Participating Countries: date for submission of the report: 18 months after start of project; 4. Evaluation Report: An independent evaluation mission will be fielded 24 months after the project starts, the evaluation mission is financed from sources outside the Project; the selection and recruitment of the consultant will be done by the EC. 5. Report on third and fourth steering group meeting: joint steering group meetings organised respectively 24 and 30 months after the Project starts; 6. Final Report and completion of project activities: date for submission of the final report (narrative and financial) 36 months after the Project starts; 7. Workshop Reports and proceedings: report and proceedings after each workshop, including the reports of the virtual conference sessions on specific topics; 8. Other Reports: FAO will write a short article upon completion of the project, for DGIB's possible publication in magazines or posting on their web-site.
