A. Objectif de l'action envisagée :
INFORMATION AND ANALYSIS FOR SUSTAINABLE FOREST MANAGEMENT: LINKING NATIONAL AND INTERNATIONAL EFFORTS IN 13 COUNTRIES OF CENTRAL AND SOUTH AMERICA.
Promote sustainable management of trees and forests in thirteen tropical countries in Central and South America, oriented and guided on policies that integrate and balance relevant economic, environmental and social aspects of forestry.


B. Description :
Timely, easily available and accurate information on trees and forest resources and their utilisation is a precondition for sustainable forest management (SFM) based on economically, environmentally and socially balanced forest policies . In some Central and South America countries reliable forest information may exist but it is not readily available to national decision-makers or forest industries as they make strategic decisions regarding the forestry sector. A vital objective of this project is to increase the availability and transparency of national forestry data and policy analysis. The project intends to increase access of key forestry data to the region's key stakeholders in forest management - national agencies responsible for forest management, research institutions, conservation organisations, investors, donors and the public.

Strengthened institutional capacity and commitment in the region to provide current, accurate and widely available information on the forestry sector so that an articulated understanding of the likely market developments and trends facing the forestry sector are visible; that strengthened institutional capacity will be capable to analyse forest sector issues holistically, produce the outlook for the forestry sector and propose adjustments needed for sustainable forest management.






C. Justification :
Currently, demands for fiscal austerity are forcing governments in the Central and South American region to allocate less and less for forest management through public sector entities. Much of the future of sustainable forest management will depend on the level of commitment, investment and joint action taken by private sector firms, non-governmental conservation organisations, communities and private individuals. Reliable and publicly-available data on forest condition and capability along with a market outlook for forest products (wood and non-wood forest products and services included) will be critical to setting the policy framework to promote appropriate private sector investment.

Clearly, the EU and the FAO share the same need for an improved information flow and analysis of the present forestry situation in the countries supported by the EC through DG1B.


D. Modalités d'exécution :
A partnership arrangement is proposed between EC and FAO, where funding from the EC will complement FAO activities in arrangements regarding the collection and analysis of data in the concerned countries.

A steering group will be set-up with EC and FAO staff and key-persons in the Central and South American target countries. Through a web-site, the group will be informed about the project and will provide the opportunity to direct its activities so that they reflect the needs and expectations of the target countries.
