A. Objectif de l'action envisagée :
The overall objective to which this project will contribute will be the integration of EC development policy into actions of the EC in favour of the conservation and sustainable development of the rain forest areas of Brazil.

The specific objective of the project will be to ensure coherence and impact of the EC's current and future contributions to the Pilot Programme to Conserve the Brazilian Rain Forest.


B. Description :
Support to the Brasilia Delegation on technical and policy issues related to the Pilot Programme to conserve the Brazilian Rain Forest (known as the PPG7).

European Senior Environmental Adviser provided for three years with Brazilian Technical Adviser and support staff and equipment in a Policy Advisory Unit outside the Delegation.

Project activities will be centred on the collection and synthesis of formal and non-formal information and findings arising from the PPG7 project activities together with developments in the Brazilian institutional and policy scene, in order to provide the EC and in particular the Brasilia Delegation with the technical basis for decision-making in matters related to the PPG7.



C. Justification :
The Pilot Programme to Conserve the Brazilian Rain Forest (PPG7) is the largest international joint initiative to conserve the tropical rain forest. Current commitments including pledged and Brazilian counterpart founds are of the order of US$320 million, and a second phase is under discussion. It is a complex and pioneering programme in which the EC, with financial commitments of over 70 MECU, has a major role as the second largest donor after Germany.

Unfortunately, the human resources assigned by the EC to the Programme, both in Brussels and Brasilia, have not been commensurate with the financial commitment. This has led to a number of problems, including:

· no mechanism to obtain up-to-date information on the on-ground situation of the projects - resulting in a lack of capacity of the Delegation and the EC in Brussels to respond adequately to situations arising in the programme

· lack of a capacity to verify locally reports produced by the executing agencies and to ensure that EC funds are being used effectively

· other donors, including development agencies of EU member states, do not have a recognised interlocutor representing the EC in Brazil with whom they can discuss technical or forest policy issues.

· limited capacity for EC to undertake strategic analyses and develop a soundly-based strategy and vision for it's contribution to the PPG7, leading to it being viewed simply as a source of funds instead of as a political reference

· lack of visibility of the EC in Brazil and in international fora

The present project addresses this problem, at least in part, by providing on the spot technical and policy advice to the Delegation and in consequence serving to improve the quality of the ECs input into the management of the PPG7 and component projects, as well as the design of future projects.


D. Modalités d'exécution :
Given the politically sensitive nature of the project it will be executed through the new AEC facility (Agence Europeenne de Cooperation) with logistical and administrative support provided through a framework contract with AGRER SA.
