A. Objectif de l'action envisagée :
The Rider No. 1 adds a fire prevention and control component to the Berau Forest Management Project in order to strengthen the capacity at concession level in the province of East Kalimantan and through this that of the Government of Indonesia to prevent and control forest fires

The overall objective of the project remains to develop, test and promote a replicable example of sustainable forest management at an operational level.


B. Description :
The Rider adds additional activities in the field of fire prevention and control to the Berau Forest Management Project:

1. Risk assessment prioritisation within and around the forest management units in East Kalimantan;
2. Fire early warning system developed for the forest and plantation management units of PT. Inhutani I in East Kalimantan;
3. Fire-fighting units established within selected concession areas;
4. Training and public awareness programmes, directed at concessionaires and local populations, which teach appropriate responses to the varying risks of forest fires.
5. Assessment of the economic context of fire protection measures at the concession level.
6. Policy and administrative support to DGPH and the Government of Indonesia on concession and local level aspects of fire prevention.



C. Justification :
The disastrous forest fires in Indonesia in 1997/98 and resulting haze focussed world attention on this issue. In common with other donors, the European Commission is considering initiatives to reduce or mitigate forest fires in order to enhance its existing EC-Indonesia Forest Programme (ECIFP). A number of concrete actions are under consideration, amongst them the introduction of a forest fire protection component into ongoing ECIFP projects.

Given that fire prevention and control did not form part of the original design of the the Berau Forest Management Project it is proposed to expand the scope of the project so as to enable it to fully address the fire issue at the level of the pilot concession and other concessions in East Kalimantan. Additional resources are required for this to be done which will be provided through the Rider No. 1.

D. Modalités d'exécution :
The Technical Assistance component of the Rider will be executed by means of an amendment to the existing contract with the contracting company.
