A. Objectif de l'action envisagée : Overall Objective Conservation and development of the Madidi protected area and its natural resources, by improved livelihood security of the population living inside the protected area and its zone of influence, as well as effective protection and monitoring of biodiversity within the protected area.
Purpose To contribute to the consolidation of the Madidi protected area, i.e. the Madidi National Park and Natural Area of Integrated Management.
B. Description : This project is focussed on providing technical and infrastructure support to the Madidi Protected Area, one of the World's most biologically diverse reserves, so as to preserve biological diversity while promoting ecologically sustainable natural resource management by local communities. The project will work with the populations living inside the protected area, park staff as well as diverse stakeholders and resource users from outside the park, through three components: (i) development of a protected area management plan(covering the Madidi National Park and the Natural Area of Integrated Management) which involves the active participation of all relevant stakeholders; (ii) support to effective administration and outreach of the protected area as well as biodiversity monitoring with regard to: · Control and vigilance; · Familiarity with policy and legal aspects, · Extension support to communities inside the Madidi protected area · Environmental education and outreach; and · Biodiversity monitoring; (iii) community-based natural resource use diagnostics and pilot-level implementation of sustainable and economically viable options. Project activities will involve considerable training, capacity building, institutional strengthening, and use of participatory methods.
C. Justification : The Madidi protected area is subject to a wide range of threats including deforestation, defaunation, unsustainable natural resource use, uncontrolled tourism, and environmental contamination. The existing funding base and technical assistance programs are inadequate to head off these threats. This project is critical to build land use practices in the region which will ensure biodiversity conservation while creating conditions for the sustainable development of the impoverished local people in and around the reserve.
D. Modalités d'exécution : The total time estimated for the project will be 30 months. Sequentially, the first component to be implemented will be the development of the protected area management plan which will be completed within 18 months of the project's initiation. Key activities of the remaining two components, i.e. environmental education, biodiversity monitoring and implementation of community-based pilot projects will build upon lessons learned from the protected area management plan.
The project will be implemented by CARE, in close collaboration and partnership with: · the Directorate General for Biodiversity, based in La Paz and represented at the local level by (1) the Madidi National Park Administration with its Park Director, Chief park Guard and 15 Guards, and (2) the park Management Committee which in turn consists of representatives from the three municipalities involved as well as campesinos syndicates; · the Bolivian Institute of Ecology of San Andrés National University; and · Wildlife Conservation Society-Bolivia (WCS-B).
